In order to explain the anti-trend expansion of enterprise capacity under the background of excess capacity, this paper presents a model of the relationship between enterprise profit and output with the maximization of enterprise profit as the optimization goal.Mathematical analysis shows that in the industry where products are homogenized and resources are scattered, there is no positive relation between enterprise output strategy and industry overcapacity and optimal yield strategy will lead to an increase in industry capacity. And when the demand function is known and the difference of variable cost is small, the smaller enterprises have more incentive to increase production, the output of the industry tends to be average, and the resources are increasingly scattered; When the demand function is known and the variable cost is significantly different, the enterprises with lower variable cost are more likely to increase the output; when the demand function is unknown, the enterprises will be caught in a competition for market share, and the industry capacity will be larger and larger.Under the background of excess capacity, the behavior of capacity expansion is essentially the forced optimal strategy under the current market conditions.
